the retry helper doesn’t read Retry-After so all 5 attempts finish in about 15-19 sec. if the rate limit resets later than that, the run still fails.
rows keyed by Place Id and rows keyed only by Cid for the same business wont merge, because the field name is part of the key. missing data or next keys would crash the script, so .get() with defaults is a simple fix
